WILLIAM E. SCHAPPERT
Land Use and Land Development Consultant
A seasoned, experienced senior executive with over thirty years of
progressively more responsible line and staff positions relating to real
estate, land use regulations, facilities planning and construction.
Extensive experience in such areas as: space inventory and planning;
site selection and development; regulatory agency approvals;
construction contracting; project management and systems development. In
addition, have several years of experience in purchasing,
transportation, telecommunications, security, and administrative
functions, all of which reported to my most recent position.
A successful career as a senior corporate executive for a Fortune 500
employer which included, among other duties, responsibility for
multi-location facilities management is combined with twenty nine years
of experience serving on the Brookfield, Connecticut Zoning Commission
(Seven years as Chairman), extensive experience with land use
regulations and in Regulatory Agency liaison and a broad exposure to
both the preparation of land use applications and the conduct of public
hearings.
Examples of specific contributions in the past would include:

Developed corporate space standards and building components handbook,
wrote corporate "Construction Project Manual."
·
Prepared a coordinated Connecticut Space Plan involving 1.8MM sq. ft. at
22 locations, with emphasis on consolidation.
·
Secured management/board approvals for Capital Asset Appropriation
requests for new equipment and construction programs.
·
Contracted for 12 major construction projects totaling in excess of
850,000 sq. ft. of office, laboratory and manufacturing uses.
·
Served as Project Manager for site development of a future headquarters
for 2,500 employees. Tasks included: site technology team selection,
site selection/acquisition/development, obtaining regulatory approvals,
construction contracting and monitoring of cost/schedule/technical
performance.
·
Acquired and disposed of land and buildings with transactions totaling
more than $40MM.
·
Served as Project Manager for preliminary programming, architectural
selection, and preliminary design tasks for a facility headquartering
2,500 employees.
·
Established and maintained liaison with Connecticut Departments of
Economic Development, Transportation, Environmental Protection; State
Traffic Commission;
·
Selected, negotiated, and administered Sales & Service leaseholds for
over 500,000 sq. ft. at 180 domestic locations.
·
Developed Real Estate Inventory & Forecasting Programs including
computerization of database for both owned and leased buildings (5MM
sq. ft.).
